I think Armand is right; it sounds like a heck of a lot of work and effort for you when at most a couple of dozen people will be there.
Maybe the best approach is to reserve some sites at a national park or campground, then simply say "I'm going to be at campground X in park Y, and gosh, if a bunch of other motorcycle riders happen to show up, wouldn't that be great?"
Just my humble suggestion...
